Background and significance of TL9000

the globalization of telecommunications industry is the main reason for the emergence of TL9000 standard

many service providers in the telecommunications industry originally belonged to at&t, and became independent when at&t split in 1984. Their quality system requirements came from at&t. The quality system requirements of most product manufacturers originally come from Bellcore and Western electronic standards. Both parties are inconsistent in specific requirements and expression, and different service providers set requirements in contracts. All these have caused difficulties and added unnecessary troubles to the communication between service providers, product manufacturers and customers. The second half of the 20th century is an era of rapid development of the telecommunications industry. With the rapid advancement of the globalization of the telecommunications industry, contradictions are becoming increasingly prominent. At present, there are many quality system requirements in the telecommunications industry. Repeated requirements and audits not only cause confusion, but also increase the commercial cost of suppliers

in January, 1998, the work on establishing TL9000 standard was officially started. Members of the quest forum drafted the outline of TL9000, hardware, software and service requirements, and hardware, software and service indicators. At present, version 2.5 of TL9000 standard has been released. TL9000 standard formulates a series of cost performance indicators, which provides a set of comparable measurement methods and effective communication methods for service providers and product manufacturers. Both parties negotiate to solve problems and improve the quality of products and services. Cost and performance indicators can effectively monitor product quality and service results, evaluate the maturity of products and services, and identify areas that can most effectively reduce costs, increase profits and improve the overall level of the industry through efforts. From 1985 to 1996, the increased costs of the telecommunications industry in the United States due to the low quality of hardware products (n) experimental reports: reports can be prepared and printed according to the format required by users; Cost of poor quality (COPQ) with network interface has reached US $2.5 billion. With the improvement of product quality, COPQ has dropped to US $750million/year. At present, the worldwide COPQ is about US $10-15billion/year, and this potential profit should obviously be considered. The implementation of TL9000 standard can not only reduce the cost and increase the profit by improving the quality of hardware products, but also reduce the cost of software products and services and increase the profit of owners. TL9000 has unified the quality system and optimized operation system standards of the global telecommunications industry, strengthened the communication between suppliers and customers, reduced repeated audits, and reduced the commercial costs of suppliers. Quos from this point of view, the goal of the T forum is to meet other quality system requirements of the telecommunications industry as long as it meets the requirements of TL9000. Through TL9000 certification, suppliers can be in a favorable position in the fierce market competition. The TL9000 standard specifies in its appendix the requirements for accreditation bodies and certification bodies and the operation specifications. Although the R & D and certification procedures are arduous, it can unify and standardize the certification process and better serve telecommunications enterprises

in short, the benefits of implementing TL9000 are as follows:

Improve the quality of communication electronic products and customer satisfaction

. Strengthen communication between customers and suppliers

. Harmonizing quality system standards for the global telecommunications industry

. Comprehensively reduce costs and increase profits

. Put suppliers that meet the standards in a favorable competitive position

. Effective management of external audit. (end)
